Job Title: Programme Officer, Sexual & Gender-Based Violence (SGBV)
Location: Borno, Adamawa, Yobe (3 slots)
Duration: 6 months
Reports to: Program Manager
Job Summary
The SGBV Programme Officer will be responsible for managing, coordinating, and monitoring the SGBV prevention and response programme. S/He will work in close collaboration with the Programme Manager to ensure successful implementation of the SGBV prevention and response programme.
Specific Responsibilities
- Support the implementation of the SGBV prevention and response by managing programme implementation and monitoring.
- Develop and maintain partnerships among other agencies, clusters/sectors, as part of humanitarian response.
- Support prevention of SGBV and women’s empowerment in the communities.
- Strengthen the capacity of community leaders to effectively manage the citizens of their communities and further reduce the case of SGBV to the minimum.
- Achieve social cohesion and community security with the participation of women, youth, religious and other groups.
- Participate in conducting, consolidating, and reporting on SGBV assessments.
- Support operational capacity development efforts and provide technical support on gender and SGBV mainstreaming.
- Under the guidance of the Program Manager, support and facilitate the establishment of and ensure the functioning of SGBV coordination mechanisms with all relevant stakeholders.
- Ensure safe and ethical SGBV data collection and reporting is functioning and regular reporting is done on SGBV.
- Support that community-based approaches are applied in SGBV programming and communities considered as key stakeholders.
- Give adequate opportunities to different groups to participate in the prevention of SGBV in communities and schools.
- Provide psychological counseling and support to the victims of SGBVs.
- Set up and support meetings for advisory groups and develop informative materials for learning.
- Raise awareness about the problem of SGBV in community meetings and fora.
- Establish groups of boys and girls, male and female in IDP settlements, host, and formal schools to prevent SGBV.
- Set up and manage integrated safe space for referral of SBGV cases.
- Distribute SGBV based material items (dignity kits).
Qualifications and Requirements:
- Bachelor’s degree in social work or other social sciences, public health, community health, international relations, international law, human rights, or related field.
- A minimum of 3 years work experience in programme management, monitoring, and evaluation with a focus on SGBV prevention and response programming.
- Experience in results-based management, project and team management.
- Demonstrated ability to assess, supervise and coordinate technical work in SGBV prevention and response in humanitarian and recovery settings.
- Excellent writing skills in English and experience in writing reports.
- Awareness and demonstrable knowledge of how SGBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
- Demonstrable knowledge of and experience in humanitarian emergency operations.
- Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian and recovery settings.
- Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors.
- Experience working directly with survivors of SGBV using a survivor-centered approach is recommended.

The SGBV Programme Manager post is in Maiduguri with frequent travel to the field. S/He will be responsible for managing, coordinating, and monitoring the SGBV prevention and response programme. The SGBV Programme Manager will work in partnership with Program Officers, operations staff, and other humanitarian sectors/actors to ensure the successful implementation of the SGBV prevention and response programme.
Specific Responsibilities
- Lead the implementation of the SGBV prevention and response programme by managing the programme design, implementation, and monitoring.
- Identify new and emerging needs and optimize SGBV prevention and response by introducing quick wins and other approaches.
- Develop and maintain partnerships among other agencies, clusters/sectors, as part of humanitarian response.
- Support prevention of SGBV and women’s empowerment in the communities.
- Strengthen the capacity of community leaders to effectively manage the citizens of their communities and further reduce the case of SGBV to the minimum.
- Achieve social cohesion and community security with the participation of women, youth, religion, and other groups.
- Promote community resilience networks and accountable local governance.
- Organize a series of Training of Trainers (ToT) to equip identified leaders (including teachers, government, partners, and security actors) on SGBV prevention and response, conflict sensitivity, Do-No-Harm, Prevention of Sex and Gender-Based Violence (SGBV), introduction to psychosocial support, strategies on how to prevent GBV cases, how to identify early warning signs and group dynamics.
- Support trained leaders to establish at least three peer groups in their community and lead the affairs of the group. The peer groups will build confidence and harmonize among peer structures and communities, schools, and other environments prone to SGBV.
