Job Summary

This position is characterized by the performance of a variety of administrative and office support duties. Positions require knowledge of organizational and departmental policies and procedures in order to communicate information involving programs, functions, and services. Duties performed may include preparation of documents and reports, the use of office technology, compiling records, organizing and maintaining files, posting information, greeting/referring/assisting others, mail distribution, and photocopying. The range of duties includes, but is not limited to, collecting and verifying data, summarizing and reconciling information or financial data, records management, review and processing, research, and inventory. Positions may serve as the primary staff assistant to a department or manager. At the advanced level, may serve as a lead worker or may provide supervision to other employees.

Accountabilities:

  • Answers phones.
  • Takes messages or fields/answers routine and non-routine questions.

Job Title: Deputy Director, Technical

Location:                    Country Office

Supervisor:                Director, Prevention, Care and Treatment (PCT)

Basic Function:

Under the supervision of the Director (PCT), the Deputy Director-Technical provides leadership and technical support to the EPIC Activity 2 project team in HIV clinical care and reproductive health with a primary focus on the implementation of comprehensive HIV-COVID integration.  S/he will lead a coordinated, strategic response to overcome the COVID-19 pandemic and its impact on the EPIC Activity 2 programs and beneficiaries at both the facility and community settings.

Duties and responsibilities:

Assist the Director, PCT to provide technical leadership and technical support related to COVID-19 programming and the clinical management of HIV/AIDS, PMTCT, Reproductive Health/Family Planning strategies and approaches at the facility level. Oversee the development of strategies for the design and implementation of FHI 360 Nigeria COVID-related public health interventions including prevention, immunization readiness and implementation, risk communication and community engagement, surveillance, and data management. Ensure that appropriate technical strategy, policies, and SOPs are developed and implemented in accordance with FHI 360, USAID, OCAG, and Nigerian regulations. Assist with the management, development, and monitoring of work plans and budgets; ensure appropriate levels of technical assistance for interventions. Provide technical assistance through the review and/or writing of protocols, papers, reports to ensure accuracy and appropriateness. Ensure that results from research and published best practices are incorporated into FHI 360 Nigeria’s interventions and contribute significantly to this literature. Liaise with Nigeria Center for Disease Control (NCDC) and other relevant agencies to share information and avoid duplication in the implementation of COVID Nigeria-related programming. Provide technical guidance for in-country staff and provide input regarding HIV/AIDS, COVID-19, and other programs. Represent the department and make presentations at professional meetings and conferences. Remain informed on current programs in the HIV/AIDS, COVID-19, TB, and other relevant fields by review of current literature and is alert to any implication of such research for departmental activities. Contribute to the development of lessons learned from programs and projects related to COVID-19 implementation and the management of HIV/AIDS programs and apply these lessons to modify existing programs and improve the design of new ones. Perform other duties as assigned.

Knowledge, Skills & Attributes:

  • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
  • Clinical management and training experience and ability to understand the full range of issues around the clinical management of HIV/AIDS, including the provision of ART.

Job Title: Associate Director, Laboratory Services

Location:                    Country Office Abuja

Supervisor:                Director of Prevention, Care & Treatment

Basic Function:

The Associate Director of Laboratory Services will provide leadership in implementing high-quality laboratory services for FHI Nigeria, including building laboratory capacity at health facility sites to combat HIV, TB, malaria, and other infectious diseases.

Duties and responsibilities:

  • Provide technical leadership and technical support related to the laboratory services and management component of HIV/AIDS care and treatment for the Nigeria bilateral project.
  • Coordinate the design, planning, and implementation of the laboratory component of HIV/AIDS care and treatment, including ART, in collaboration with state and community level project clinical staff, laboratory specialists, and state and local agencies in Nigeria.
  • Provide technical assistance in capacity building for laboratory services at health facilities and other settings as appropriate.
  • Carry out quality control functions/ activities, in collaboration with the zonal team, of the labs, including quality control inspections schedules and the collection of quality control records; ensure the availability of high-quality documentation.
  • Develop quality control and quality assurance systems in collaboration with existing personnel and systems and ensure related documentation, training, and monitoring.
  • Review and monitor QA and QC activities of the Laboratory in order to determine conformance with established policies, national regulations, and accreditation requirements.
  • Develop guidelines, tools, and recommendations related to the implementation, monitoring, and quality assurance of laboratory services for TB care and treatment, malaria care and treatment, and opportunistic infections (OI) in collaboration with technical staff within FHI and at national, state, and local agencies in Nigeria.
  • Develop lessons learned from activities related to laboratory services and management for HIV/AIDS care and treatment and apply these lessons to improve both existing programs and the design of new programs.
  • Remain informed on new findings in the field of laboratory technology that relate to HIV/AIDS, OI, malaria care, and treatment by reviewing current literature, and drawing implications from research for program activities.
  • Develops concept papers and research papers to improve and or extend existing laboratory activities.
  • Support the Director in managing the FHI Laboratory Services Department, defining strategies, goals, objectives, and work plans, and monitoring their implementation.
  • Supervise and mentor FHI lab staff both at CO, zones, and state offices to improve and maintain high standards of performance in all their local laboratory activities.
  • Play a key role in facilitating and maintaining complex collaborative lab programs with international partners.

Knowledge, Skills & Attributes:

  • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
  • Excellent working knowledge of laboratory equipment and techniques for the following categories of assays: HIV rapid and confirmatory testing, hematology, biochemistry, CD4/CD8, HIV viral load, HIV DNA qualitative test, HIV viral resistance (genotype and phenotype).
  • Good working knowledge of laboratory equipment and techniques for the microscopic identification and culturing of different TB species, and drug resistance tuberculosis (MDR-TB).
  • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices, and safe work practices.

  • A minimum of 5 years experience in a laboratory setting of which 3 must be on an HIV laboratory management donor-funded program.
  • Certification/license to practice as a medical laboratory scientist is required.
  • Experience in a clinical laboratory setting and working in a donor-funded program is required.
  • Proven experience in project development, planning, and facilitating technical training.
  • Familiarity with the Nigerian public sector health system and NGOs and CBOs is highly desirable.
  • Familiarity with USAID and PEPFAR programs is an advantage.
