Job Title: Technical Officer – Comprehensive HIV / TB Program

Location: Akwa Ibom

Job Description

  • Will provide technical support at the state level to implement high-quality care, treatment, and support activities with a primary focus on technical areas of comprehensive TB and HIV/AIDS programs including laboratory, pharmacy, logistics, prevention, care, treatment, TB, RMNCH, mitigation, monitoring, and evaluation.
  • S/He will also provide support with technical leadership and engage with stakeholders and as approved, represent the organization to stakeholder events.

Minimum Recruitment Standards

  • MB.BS / MD / Ph.D. or similar degree with 2 to 4 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
  • Or MPH or MS / MA in relevant degree with 1 to 2 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
  • Or BS / BA in Pharmacy, Microbiology, Health Sciences, Monitoring and Evaluation, Public Health or in relevant degree with 2 to 5 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.

 

Job Title: Director – Monitoring, Evaluation & Learning

Location: Adamawa

Basic Function

  • The Director – Monitoring, Evaluation & Learning will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impacts.
  • S/he will lead analysis of data collected for assessment of progress and areas of improvement.
  • S/he will guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt.
  • S/he will support all the technical staff in M&E functions and will manage any M&E-related staff in the program.

Duties and Responsibilities

  • Supervise the design and development of program-specific Performance Monitoring Plans.
  • In collaboration with the DCOP/Technical Director, oversee the programs collaborating, learning, and adapting (CLA) process, ensuring the CLA approach is applied with consistency and rigor.
  • In collaboration with program leadership, apply program learnings in pursuit of adaptive management.
  • Ensure that monitoring systems meet the requirements of the donor and that performance results can be used for continuous improvement.
  • Adapt existing AHNi monitoring tools, as well as propose new ways of measuring change using both quantitative and qualitative data collection tools, analysis of secondary data, and, where appropriate, remote monitoring techniques.
  • Design the overall measurement system for the project to include outcome measures at the end of the project
  • Support partners to develop strong M&E systems to track programming to share with AHNi and the donor.
  • Providing training and mentoring to partners, to ensure the implementation of strong M&E systems.
  • Development of the M&E Plan for the project, including a decision on and definition of key indicators, targets, and systems for measurements.
  • Collect, aggregate, analyze and present data about the project for learning and reporting to the donor.
  • Coordinate internal and external reviews and lead the analysis of findings, with a strong emphasis on learning.
  • Strengthen staff capacity in qualitative and qualitative monitoring and evaluation tools through comprehensive staff training and coaching.
  • Take the lead in aligning, collecting, and reporting on relevant program indicators to the organizational-wide M&E system.
  • Establish and manage a database to track progress towards meeting project goals and objectives

Qualifications and Requirements

  • A Master’s Degree in a relevant discipline, such as MPH (Epidemiology), Statistics, Informatics, or any advanced degree in a related discipline.
  • Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, mixed methods, and impact) and data collection and analysis methodologies.
  • At least seven years of experience designing and implementing monitoring and evaluation activities for complex programs in developing countries, preferably in Nigeria
  • Demonstrated experience in the design and implementation of rigorous qualitative and quantitative research and evaluation studies to IRB standards
  • A firm command of the M&E issues with respect to improvements in quality integrated service and support programs
  • Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g. service integration and performance against each result area)
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision
  • Strong writing and organizational skills for monitoring and reporting on activities and study results
  • Experience in managing and evaluations of USAID or PEPFAR funded programs
  • Professional level of oral and written fluency in the English language

Job Title: Technical Assistant – Community ART Management Services

Location: Akwa Ibom

Job Description

  • Will provide technical and programmatic support to implement high-quality comprehensive HIV/AIDS programs (ART, PMTCT, TB/HIV, RH/HIV, and HTS) and other services including direct service providing support for community-level services based on the ongoing HIV and Tb surge in Akwa Ibom state.
  • Support, scale-up, and coordinate the community level implementation of integrated HIV and TB surge strategies aimed at maximizing HIV case finding efficiencies based on the 95:95:95 strategies.
  • S/He will support optimal linkage and enrolment rates for identified HIV positive adult, adolescent, and pediatric clients at the community level based on the 95:95:95 strategies, support the community level implementation of test and start strategy including same-day ART enrolment for identified HIV positive adults, adolescent and pediatric patients based on the 95:95:95 strategies and also support the community level implementation of strategies aimed at optimizing retention in ART care and enhancing virological suppression for adult, adolescent and pediatric patients enrolled in EPIC-supported treatment locations based on the 95:95:95 strategies.

Job Description

  • Will Support the community level implementation of strategies aimed at optimizing retention in ART care and enhancing virological suppression for adult, adolescent, and pediatric patients enrolled in SIDHAS-supported treatment locations based on the 95:95:95 strategies, support the community level implementation of differentiated care approaches to comprehensive HIV service delivery adapted to address specific patients’ needs and support the implementation of quality improvement initiatives and approaches aimed at ensuring continuous quality improvement in the delivery of comprehensive and integrated adult, adolescent and pediatric HIV services in supported communities.
  • S/He will also support the implementation of tailored targeted interventions for special populations aimed at reversing the trends in negative treatment outcomes (pediatrics, adolescents and young girls and men, etc.) in supported communities as well as participate in the generation and use of data for analysis to guide decision making for program improvement at state and facility levels.

Job Title: Technical Assistant – Monitoring & Evaluation

Job Description

  • Will be engaged to support planning, review, and implementation of core M&E activities with the view of ensuring the highest data quality for evidence-based decision making and program improvement across EPIC Activity 2 supported facilities.
  • S/He will support coordination and oversight functions on strengthening health information systems through strategic information processes and innovations at the state level and across AHNi supported facilities and in line with PEPFAR and USAID guidelines.
  • Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies, and local research groups on needs and ensuring that these parties understand and can support these requirements.
  • Also, s/he will work with program and technical staff to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting, ensuring that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

Minimum Recruitment Standards

  • MBBS / MD, B.Sc / BA in Statistics, Pharmacy, Microbiology, Physiology or other health-related Degrees with 1-year post NYSC work experience
  • Master’s Degree in Public Health, Health Informatics, Epidemiology, or other relevant disciplines will be an added advantage
