Deputy Chief of Party

The Deputy Chief of Party (DCOP) will work under the leadership of the Chief of Party (COP) to support technical teams to implement programs that improve early grade literacy through enhanced school leadership and teacher training, improved instruction and assessment, community-based initiatives, enhanced learning delivery systems, and close coordination with government officials at the federal, state and local levels to design and implement meaningful policy reform to support quality education. The DCOP will be responsible for the management of the technical activities and implementation of the project and will act as the Chief of Party (COP) in the absence of the COP.

REPORTING & SUPERVISION

The Deputy Chief of Party will report to the Chief of Party.

Responsibilities

Primary responsibilities include but are not limited to the following:

  • Provide technical direction and guidance to technical team members, work with the COP and various technical advisors to craft technically-sound training and early grade literacy programming, and develop/oversee a collaborative process for government policy reform in support of early grade reading.
  • Support development of implementation strategies and work plans; coordinate day-to-day management of technical staff and technical management of the program in the field offices.
  • Facilitate knowledge management, communications, and information flow for program implementation.
  • Support timely report preparation, including quarterly and annual reports, and ensure reporting compliance to USAID, home office, and government counterparts.
  • Maintain awareness of work plan budgets and expenditures; assist technical teams to set up and implement appropriate systems for program implementation.
  • Build strong technical team management structure to enable productive and collegial team functioning with program partners and stakeholders.
  • Represent the project in local, national, and international meetings and events in the absence of the COP.**Qualifications**

Preferred Experience & Skills

  • Experience: At least ten years of experience in the management of international development programs
  • At least seven years of experience managing high-quality education for development programs required, early grade reading programs preferred.
  • At least five years of experience in senior program management, including direct supervision of professional and support staff required.
  • Demonstrated experience working in the education sector in African region, preferably sub-Saharan countries. Demonstrated experience includes work in policy advocacy, monitoring, and oversight, capacity development in the education sector.
  • Prior experience with USAID-funded programs, particularly education and systems strengthening projects.
  • Prior experience in awarding and managing grants to local organizations to promote education-related goals.

Operations Manager

The Operations Manager should be based thein the central office in Abuja, Nigeria. The Operation Manager will be responsible for overseeing the smooth running of the head and regional offices and ensuring that office operations are kept consistent with donor and project standards.

Reporting & Supervision:

The Operation Manager will report to the Deputy Chief of Party and supervise an operation team consisting of HR, logistics, IT, and administrative staff across the region, notably the central office located in Abuja, Nigeria and the three regional offices in Senegal, Cote d’Ivoire, and Ghana.

Primary Responsibilities:

  • Ensure streamlined operations systems in line with Creative and donor rules and regulations.
  • Provide administrative and logistical support to support all Co-Investment and Technical Assistance activities of the Trade Hub.
  • Ensure that the operational policies for all regional offices, including field operations management guide inventory, fleet management, and ICT are in place, compliant with project and donor policies, and implemented effectively.
  • Responsible for overseeing the procurement of goods and services for Nigeria, Senegal, Cote d’Ivoire, and Ghana offices. Working closely with the Procurement & Logistics Officer to procure goods and services per Creative’s policy.
  • Oversee the hiring of staff, consultants, and work with HR officers to ensure that Creative’s HR policies are being followed.
  • Ensure an in-depth awareness of operational issues in the context of Trade Hub countries.
  • Responsible for the day-to-day management of subcontracts for project operations, such as office cleaning services, car hire providers, guard services, etc.
  • Manages and oversees staff responsible for arranging travel and logistics for staff, and oversee organization of workshops
  • Oversee the management of project’s assets, safeguarding of inventory and ICT equipment, transport and vehicle management, and maintenance of office premises.
  • Provide timely and accurate reports on the location of staff and assets and maintain proper hard and soft copy files for each. Reports may be requested by HQ or donor.
  • Responsible for program compliance with USG rules and regulations, and Creative policies and procedures.
  • Support COP and DCOP in all operations tasks and duties.
  • Manages, trains, and mentors key project country team members in the areas of administration, procurement, logistics, human resources, IT, and other departments as needed.
  • Respond to requests from donor and supervisors as needed.
  • Travel as needed to regional offices to ensure smooth and harmonized operations, providing management support as necessary.
  • Other related duties as assigned (ex. assisting in opening regional offices, project closeout, etc.).

Required Skills & Qualifications:

  • BA degree required in project management, Business Management/Administration/ accounting/financial management, or related field. MA/MS degree desired
  • Must have at least 8 years of general work experience and 5+ years of specific experience related to the position required. Must have at least 4+ years of direct supervisory experience.
  • Comprehensive knowledge of procurement, inventory, operations, logistics, and fleet management systems and procedures, such as fuel management, vehicle inspection, asset oversight/disposal, and budgeting
  • Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results.
  • Knowledge of operating procedures and security considerations in high-risk environments.
  • Fluency in spoken and written English is highly desired, advanced knowledge/conversational working ability is required.
  • Knowledge of French is a plus.
  • Available to travel within the West Africa region when necessary, in particular to the other project offices.
  • Previous experience working with USAID is strongly desired.
  • Nigerian nationals are strongly encouraged to apply.

Application & Submission Information
1.) Content and Form of Activity Concept Submission:

  • As a first step, interested applicants are requested to submit an activity concept. Each concept will be evaluated in accordance with Section E below. An applicant whose concept is accepted will be required to submit technical and cost applications for funding. The concept must be submitted using the template provided in Attachment 2, which provides instructions on the required content and format. An applicant not adhering to these instructions, risks being considered nonresponsive to the requirements of the RFA and eliminated from further consideration. All information must be submitted in English. If an application is in any other language, it will be considered nonresponsive and eliminated from further consideration.Finally, plagiarism is grounds for disqualification.

2.) Submission Guidance and Assistance:

  • Northeast Connection may provide guidance to an applicant while it prepares an application. However, when such guidance is offered, Northeast Connection’s role is limited to facilitating the application process, ensuring that proposed activities contribute to the program objectives stated in Section A, and co-designing/creating activities with the applicant. Actual preparation of the technical and cost applications is the strict responsibility of the applicant.

3.) Method for Submission:

  • Northeast Connection will accept Activity Concepts via the following methods:
  • Applicants are encouraged to use the online portal as it significantly reduces administrative burden for both the applicant and Northeast Connection. If the applicant would like to submit its application via the online grant’s management portal, but has not previously registered in the portal, it must complete an initial registration form, which can be found at the following link: https://smart.fluxx.io/apply/connection. After Northeast Connection reviews and validates the form, the applicant will receive an email with its username and password.
  • Regardless of the submission method chosen, an applicant should retain for its records one (1) copy of its application and all enclosures that accompany it.

4.) Registration Requirements for U.S. Government Funding:

  • To be eligible for award under this solicitation, a non-U.S. NGO applicant may be required to obtain a valid Duns & Bradstreet number (DUNS). Information regarding DUNS registration can be found at http://www.dnb.com/get-a-duns-number.html. The program will notify non-U.S. NGO applicants of DUNS requirements where applicable. A U.S. NGO applicant must provide a valid DUNS number, be registered in the System for Award Management (SAM) before submitting its application and continue to always maintain an active SAM registration with current information during which it has: a) an active award with the U.S. Government or b) an application or plan under consideration by the U.S. Government or a U.S. Government implementing partner.   • Northeast Connection will not issue an award to an applicant until it has complied with the applicable requirements.   • An applicant that receives an award under this RFA is responsible for ensuring that it only incurs post-award costs that were approved and determined to be allowable, allocable, and reasonable by Northeast Connection during pre-award negotiations. Furthermore, Northeast Connection will not reimburse a successful applicant for any costs it incurs prior to the date it signs a grant agreement with Northeast Connection.
