Gatekeepers News reports that Sightsavers is searching for a suitably qualified candidate/agency to develop and implement appropriate Social Behaviour Change Communication strategies for the Inclusive Eye Health Project in selected Local Government Areas of Kogi State in a short time.

Social Behaviour Change Communication Design

Purpose

The purpose of this consultancy is to design an appropriate SBCC (Social Behaviour Change Communication) intervention strategy using the findings from the formative research already undertaken to inform the development of the strategy. This strategy will be the action plan that the project can implement to raise awareness on eye health and available services as well as to mitigate stigma and discrimination related to disability at the community level.

The consultant/agency will oversee the design, planning, implementation, monitoring, and evaluation including reporting of the SBCC strategy, related to the Inclusive Eye Health and behaviour change interventions.

S/he will be responsible for actively sharing and using information derived from the Formative Analysis, for adjustment of interventions, implementation of recommendations, as well as leading on the coordination of SBCC activities.

In addition, the consultant/agency is expected to collaborate and consult with Organizations of Persons with disabilities (OPDs) to ensure that all SBCC plans, activities, and materials are accessible, usable, and where possible, meet the preferred means of communication.

Outputs/ Deliverables

The consultant/agency will work closely with the Global Technical Lead – Behaviour Change Communication to draft and finalise the strategy.

The following outputs are expected from the consultant:

  1. An inception report detailing the scope of work, methodology, and timeline to support the development of the Kogi State Inclusive Eye Health SBCC strategy and action plan.
  2. SBCC intervention strategy and action plan

Use of the formative research already undertaken to gain a deeper understanding of the SBCC challenges to be addressed and the social and behavioural drivers that facilitate or act as barriers to uptake of the desired behaviour (s). Translate the findings and recommendations of the formative analysis into contextually appropriate interventions.

  • Communication strategy

Targeted Messaging (Including infotainment scripts, visuals, radio/jingles scripts, etc.)

  1. Implementation

Coordinate, lead, and oversee all SBCC interventions with OPDs.

Develop and support the execution of activity plans and budgets for SBCC.

Work with the programme team and OPDs to ensure that recommendations of the Formative analysis are implemented and documented

  1. Monitoring and evaluation

Support monitoring and reporting specific SBC interventions.

Report all Safeguarding concerns, including potential violations of Sightsavers’ Safeguarding Policy and/or Code of Conduct

  1. Advocacy

Where necessary, the consultant is expected to lead on appropriate advocacy activities with selected stakeholders.

Overall, the consultant/agency is required to share new and creative ideas and perform any emerging role during implementation.

Skills and Qualifications

  • Extensive professional experience designing and implementing SBCC strategies/interventions; experience with campaigns related to health and disability inclusion preferred.
  • Strong participatory, facilitation, and interactive skills
  • Experience designing and facilitating workshops and training
  • Experience training and coaching people to acquire new skills
  • Fluent written and spoken English. Fluency in the local language is desirable
  • Strong report writing skills
  • Experience in project and/or programme monitoring and evaluation.
  • Commitment and adaptability to work in a challenging environment, and willingness to travel to selected communities.
  • General knowledge of disability-inclusive development would be an advantage.

Duration of the consultancy

This is a full-time task commencing 18th April 2022 to 30th September 2022.

Budget

Sightsavers will pay an agreed fee which would exclude expenses such as:

  • Economy class airfares (where applicable)
  • In-country transportation
  • Hotel accommodation (bed, breakfast, and even meals taken at the place of accommodation) in the circumstance where there would be travels outside the state of residence for the consultant.
  • Stationery and supplies
  • Meeting venue hire and associated equipment eg projectors

Sightsavers usually cover the above costs, unless otherwise stated or agreed. The consultant is expected to cover all other costs and materials not mentioned above related to this exercise as part of their consultancy fees.
