Rivers State Governor, Siminalayi Fubara, has signed the state’s N1.854 trillion 2026 Appropriation Bill into law, describing the development as a “breath of fresh air” and the beginning of a new chapter of unity and progress in the state.
Gatekeepers News reports that Fubara signed the budget on Thursday at a ceremony held at the Government House in Port Harcourt, shortly after the Rivers State House of Assembly passed the appropriation bill.
The governor expressed gratitude to God, stakeholders and members of the state assembly for making the passage and signing possible. He said the development represented an opportunity for improved cooperation among political actors in the state.
The 2026 budget, tagged “Budget of Resilience for Growth and Development,” provides for total expenditure of N1.854 trillion. Of the amount, about N1.405 trillion is earmarked for capital expenditure, while N413.1 billion is allocated to recurrent expenditure.
The capital spending plan places emphasis on infrastructure, education, healthcare and other sectors. Works and infrastructure received the largest allocation of N533.32 billion, while education was allocated N315 billion and healthcare delivery N105.43 billion.
The budget is expected to be funded through internally generated revenue, Federation Account Allocation Committee (FAAC) receipts, derivation funds, capital receipts, grants, loans, asset sales and other sources.
Fubara had initially presented the N1.854 trillion proposal to the state assembly in July, projecting a 24.49 percent increase over the state’s adjusted 2025 budget.
The signing marks the first budget Fubara has assented to as governor since assuming office in 2023, following the prolonged political crisis that affected governance and the state assembly.
