Jhpiego is recruiting to fill the position below:
1.) Program Assistant
Location: Jigawa
Deadline: 15th November, 2021.
Responsibilities
- The Program Assistant will assist in the implementation, documentation and logistics support for QI, leadership and management activities in the state/LGA/facilities
- Assist in the development of work plans, budgets, liaising with GoN stakeholder and implementing partners regarding activities.
- Support Project team in preparation of activities, including scheduling meeting, creating attendance list, corresponding with attendees, preparing materials, setting up meeting rooms, taking meeting minutes, amongst other task
- Support to maintain records and files, distributing of project information and documentation
- Assist in the asset management and documentation
- Assist in the smooth running of project office, maintenance of assets and project materials
- Ensure availability and efficient use of general office consumables, safe storage and proper use of equipment, update newly purchased items to inventory
- Conduct preliminary review of vendor invoices and advances to ensure completeness, accuracy, reasonability and validity according to Jhpiego and donor guidelines
- Assist with drafting, editing and proofreading of technical materials and appropriate reports of program activities and results for technical leads and supervisors as requested.
- Ensure expense reports, payment schedules are properly prepared, scanned and shared with the Country office, also ensuring financial documents are filed in an orderly manner
- Responsible for the collation, harmonization and regular updates of program management tools such as scorecard, stakeholder’s database, facility directory and other tools as maybe be requested.
- Coordinate staff travel logistics and retirements.
- Perform other duties as assigned.
Required Qualifications
- Bachelor’s Degree in Social Sciences, Public Health or related field, and equivalent job experience 2-3 years’ in programmatic support of international health projects
- Experience in providing programmatic, administrative, financial support to public health programs
- Strong familiarity with health system and HIV, TB and Malaria service delivery context in Jigawa and Nigeria
- Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
- Previous experience working closely with the Ministry of Health in Nigeria
- Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
- Proficiency in word processing, Microsoft Office
- Willingness to travel within Jigawa state.

2.) Quality Improvement Advisor
Location: Jigawa
Deadline: 15th November, 2021.
Responsibilities
- Lead technical assistance for quality improvement and leadership and management activities in Nigeria to achieve rapid and sustained goals, objectives and targets,
- Lead preparation, planning and implementation of QI capacity-building activities (training and mentoring) for facility health workers and district managers in program districts using virtual and in-person methods as appropriate
- Support development, adaptation and use of QI and L&M training curricula and tools as part of QI capacity-building activities and ongoing support of QI teams and district MOH managers
- Provide onsite and virtual support and mentoring to at least 15 sites in the selected project region for quality improvement activities related to HIV/TB/Malaria/primary health care services.
- Provide leadership and management to Jhpiego State team on the QI project
- Collaborate with MOH counterparts to align program-supported QI activities with existing MOH structures and processes including:
- Activation and ongoing support of QI teams to implement QI processes, including root cause analysis of critical quality gaps, change management to overcome gaps and regular monitoring and analysis of quality indicator results/trends
- Support to district managers and facility QI teams to calculate, visualize and analyse trends in quality-of-care results
- Support and help synthesize regular peer to peer and cross-site QI learning and exchange (virtual and in-person).
- Moderate and manage communication via selected virtual platforms
- Participate in any existing HTM and QoC technical working groups in program-supported districts
- Develop and maintain strong working relationships with participating Jigawa MOHs and other in-country stakeholders and to involve them in this process.
- Contribute to preparation of program reports, communications and presentations.
- Represent program as requested in meetings, working groups and communications with external stakeholders and funder
- Represent Jhpiego and the project’s progress, achievements and lessons learned to ministry of health officials, key stakeholders, and through meetings and presentations.
- Monitor project activities in Nigeria to ensure that they are on track and communicate regularly with the project management team about progress.
- Coordinate planned activities with relevant MoH department and other stakeholders, leadership and staff and ensure support and collaboration
- Lead technical assistance as a trusted partner of host country governments in the areas of quality improvement, leadership and management.
- Coordinate work planning and reporting processes in close collaboration with the project team.
- Write and review project materials related to Nigeria.
- Collect data as needed related to QI activities and submit them to the project central monitoring and evaluation advisor.
Required Qualifications
- Health professional (e.g., Doctor, Nurse, Midwife) with at least 7-10years’ experience leading and implementing public health programs.
- Strong familiarity with health system and HIV, TB and Malaria service delivery context in Jigawa and Nigeria
- Previous experience in quality improvement, capacity development and program management.
- Previous experience working in HIV, TB and Malaria across health facilities
- Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
- Previous experience working closely with the Ministry of Health in Nigeria
- Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
- Proficiency in word processing, Microsoft Office

3.) Quality Improvement Specialist

Responsibilities

- In collaboration with the QI Advisor support QI capacity-building activities (training and ongoing mentoring) for facility health workers and LGA and state coordinators using virtual and in-person methods as appropriate

- Provide onsite support and mentoring to project sites in the selected project region for quality improvement activities related to HIV/TB/Malaria/primary health care services.

4.) Community HIVST Consultant
Location: Abuja
Deadline: 11th November, 2021.
Specific Objectives
- Support CBOs in the day to day implementation of workplan that was jointly developed and finalized with STAR Nigeria team
- Provide technical support to community-based organizations (CBOs) on community-based distribution of both oral fluid-based and blood-based self-testing kits, logistic management, storage and quality assurance processes in line with national protocol
- Support the community implementation of HIVST activities with focus of adolescent and young people in Lagos, Key population and Men in Rivers and Akwa-Ibom states
- Ensure coordination among community structures relevant for HIVST, CBOs, State Ministry of Health (SACA and SASCP) and Implementing Partner(Community ART Management team) involved in HIVST
- Conduct routine supportive supervision of CBOs field staff and volunteers in focused state on the implementation of community based HIVST with the aim to identifying service gaps and institute gap stopping measures
- Support dissemination and operationalization of national HIVST guidelines, SOPs, job aids, demand creation materials, training manuals, M&E and others tools on the community HIVST programming.
- Support monitoring, evaluation and learning (MEL) of community HIVST services including quality data collection, quality assurance, analysis, reporting and data utilization.
- Facilitate timely submission of daily and monthly reports from CBO including mobile data collection and ensuring submitted data are validated and of high quality
- Support analysis, documentation and dissemination of program learnings including community HIVST outcomes evaluation, best practices, success stories and others.
- Ensure community-based HIV self-testing activities are implemented in accordance with workplan and facility coordination of logistics
- Support and facilitate CBO referral and linkages of identified PLHIVs to the health facility
- Support CBOs in piloting innovations towards achieving 1st 95 goal through accelerated and targeted distribution of HIVST kits
- Support CBOs in strengthening effective referral and linkage system between community HIVST and care and treatment facilities
- Provide technical assistance to PEPFAR and Global Fund implementing partners as well as State Ministry of Health in the sustainability of HIVST activities in the state beyond STAR project lifecycle
- Perform any other related duties as may be assigned by the Project Director.
Qualifications/Experiences/Competencies
- Bachelor’s Degree (preferred) in Health Sciences or related field.
- At least 2 years’ experience with HIV/AIDS program implementation, working with CBOs and/or NGOs is required
- Demonstrable competencies in overseeing community HTS, HIV self-testing, HIV prevention, and health communication, including Social and Behaviour Change
- Communication (SBCC) and ability to work effectively with key stakeholders especially relevant government partners, implementing partners and CBOs.
- Experience in MEL, data analysis, interpretation and utilization in the health sector.
- Excellent computer skills at minimum with Microsoft Office Package
- Excellent speaking, reading and writing skills in English
