Job Title: Supply Activity Supervisor

Location: Katsina
Contract: 208 working hours per month and roster flexibility required

Context

  • Medecins Sans Frontieres is a private, not-for-profit international humanitarian organization dedicated to providing medical assistance to populations in distress, without discrimination and regardless of race, religion, creed, or political affiliation.
  • MSF has been active in Katsina since February 2021 after carrying an exploratory mission that ends up with an opening of the project under the Emergency-Cell.
  • Currently, MSF is running an ITFC (Inpatient Therapeutic Feeding Centre) in Katsina in the Kofar Sauri PHCC and 5 ATFC (Ambulatory Therapeutic Feeding Centre) including four in Jibia LGA (Magama, Daddara, Gubi Magaria, and Riko) and one in Katsina City (Kofar Marusa).

Main Purpose

  • Planning and supervising the execution of supply activities in the project for one or more areas of the supply programme (Warehouse, Procurement, Transport, and Customs, etc.) according to MSF protocols and standards in order to ensure the optimal functioning of the mission.
  • Ensuring an effective running of the supply activities in the project on a day-to-day basis as specified by the line manager, ensuring compliance to MSF standards, protocols, and procedures. The activities can include one or more of the following areas:
    • Warehouse: Planning and supervising the execution of the Warehouse and Stock Management activities in the project or capital ensuring sufficient stock for the effective functioning of the supply activity to avoid stock ruptures, losses, and excess stocks in the mission, controlling and monitoring the medical and non-medical stocks and assets and ensures that storage is carried out under optimum conditions.
    • Procurement: Planning and supervising the procurement activities in the project or capital ensuring efficient and on-time purchasing.
    • Other supply activities
  • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development, and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Ensuring the smooth running of administration and procedures related to his/her supply activity(ies)
  • Performing delegated tasks according to his/her specialty and as specified in his/her job description
  • Processing all orders and requests and communicating regularly on their status with the initial clients: order received, approval stage, confirmation, RTS monitoring, backorder, lead times, … and reporting problems to his line management.
  • Together with the Supply Manager determining the purchase planning according to the incoming requests/orders, product availability (shortages/surpluses), delivery times, budgets, and other relevant factors.
  • Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services. Submitting and collecting quotations and tenders following the MSF purchasing policy.
  • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and coherence of supply data.

Education

  • Essential Technical Diploma, in Supply Chain

Experience:

  • Desirable: 1-2 years in MSF Logistics Department,
  • Essential: Previous experience in supply chain activities related jobs

Languages:

  • Fluency in English (Read, Speak and Write), Hausa, and Fulani (Speak and write) required.

Knowledge:

  • Essential computer literacy (Word, Excel, Internet, and social media)

Scope of responsibilities and accountabilities:

Supervises the implementation and monitoring of water hygiene and sanitation activities of the project according to MSF protocols, aimed at improving the health conditions of the target populations.

  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at the project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
  • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
  • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
  • Ensuring the distribution of the materials and tools used in water treatment, hygiene, and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation, and hygiene material, checking that the amounts received are recorded, and check monthly consumptions, etc.);
  • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
  • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting
  • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition, and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
  • Participating in data collection and reporting as required.

    Minimum requirements:

  • Technical diploma or Bachelor’s degree in water and sanitation engineering, Public health, Health, and environmental sciences, health technology, and hydrology.
  • Having prior experiences in Water, sanitation, and hygiene in an acute emergency context is added value
  • Ability to work independently with minimal supervision
  • Team management and leadership skills
  • The language of the mission is essential, the local language is desirable.
  • Computer literacy, Competencies, Results, and Quality Orientation, Teamwork and Cooperation, Behavioural Flexibility, Commitment to MSF Principles & Stress Management
