Lagos Secures $7.5m Parametric Insurance to Boost Flood Response

Lagos state government has secured a $7.5 million parametric insurance policy aimed at strengthening its response to flooding and other climate-related disasters.

Gatekeepers News reports that the initiative is designed to provide rapid financial support when flooding occurs, ensuring that emergency response and recovery efforts are not delayed by bureaucratic processes. Unlike traditional insurance, parametric insurance triggers payouts automatically once specific conditions—such as rainfall levels or flood intensity—are met. 

The policy is expected to cover up to four million vulnerable residents, particularly those in high-risk and low-income communities across Lagos, where flooding has become more frequent due to climate change and rapid urbanisation. 

This development is part of a broader climate resilience effort under a public-private partnership involving global organisations such as the Insurance Development Forum (IDF), the United Nations Development Programme (UNDP), and Germany’s BMZ through the InsuResilience Solutions Fund. 

Officials say the insurance will allow the state government to access funds quickly after disasters, helping to protect lives, infrastructure, and livelihoods. The move also reflects Lagos’ growing focus on long-term climate risk management, as projections warn that climate impacts could cost the state billions of dollars by 2050 if not addressed. 

Overall, the policy represents a shift toward proactive disaster financing, enabling Lagos to respond faster and more effectively to flooding events without waiting for damage assessments or lengthy claims processes.
