Senator Pius Anyim, former Secretary to the Government of the Federation, has called for the institutionalisation of effective mechanisms and synergy in policy coordination and implementation in Nigeria.
Gatekeepers News reports that Anyim while delivering a keynote address at the first meeting of the Forum of Secretaries to the Government of the Federation and State Governments, emphasised the need for a legal framework to protect the roles of Secretaries to the Government of the Federation and State Governments.
Anyim identified key issues hindering policy coordination, including the lack of institutionalisation, unclear roles, and the absence of a common repository for government records. He suggested:
- Institutionalising the office of SGF/SSG by law.
- Establishing a common repository for government records.
- Defining the roles of SGF/SSG through legislation.
- Enhancing intra-government harmony by ensuring all policy memos pass through the SGF/SSG’s office.
- Promoting inter-government harmony by recognising the continuity of government policies.
Anyim also highlighted the importance of clarifying the roles of other policy coordinators, such as the Head of Service, National Security Adviser, and Attorney-General, to avoid duplication and ensure effective policy implementation.
